Why is lawn equipment noise allowed til 10pm

I'm curious why noise laws are so chill about lawn mowers and stuff running until 10 PM. It feels like a big window for that kind of noise, especially on weekends. Does anyone know why that is, or are there places with stricter rules? I'd love to hear what you all think!

These noise laws are just weak really and favor convenience over common sense, I dont know nothing about stricter rules though, maybe complain more, otherwise, expect the noise to keep going or maybe get a group of people on your side and make a bigger complaint together

I understand the sentiment but I think the noise ordinance windows seem to be a balance between the residents' ability to maintain their property and the desire to be quiet.
I mean, many cities are accommodating varying work schedules.
